GREEN TARIFF in UKRAINE

The transition to alternative energy sources in Ukraine was adopted more than 10 years ago as part of the course towards European integration. The green energy development program is supported by international organizations.

WHAT IS THE GREEN TARIFF?

To stimulate the transition to alternative energy sources, in 2009 Ukraine adopted a program to support investments in clean energy.

The “greentariff” is the established rate at which electricity generated by solar and wind power plants is purchased by the state from owners of private solar power plants and legal entities. In this way, green energy is monetized. You not only receive energy for your own needs free of charge, but also guaranteed to sell the balance to the national power grid at a bargain price.

HOW THE GREEN TARIFF WORKS

The main condition for starting a business with a solar station under the green tariff is the availability of the necessary area for the placement of photovoltaic modules. The solar power plant can be mounted both on the ground and on the roof (with an area of 60 m2 or more). Also, do not forget that in the case of the roof, we are interested in the southern slope. The minimum power threshold of the station for the sale of electricity to the grid is not set.

The purchase of generated electricity is carried out by the state-owned enterprise “Guaranteed Buyer”. Thus, you sell excess energy at a fixed rate and receive payment to the card.

The conditions for making a profit under the green tariff are provided for in the Law of Ukraine “On Electricity” and amendments to stimulate the production of electricity from alternative sources of November 12, 2012 and other regulatory acts.

Please note that if Ukrainian-made equipment is used in the kit and installation of a solar power plant, the rate increases by 5-10%.

GREEN TARIFF FOR INDIVIDUALS

For individuals in Ukraine, a simplified procedure for connecting the green tariff is provided. According to the current legislation, owners of private households can connect their own solar power plants with a capacity of up to 30 kW at a green tariff. The permit applies to both ground-based solar power plants and those installed on legalized buildings.

WHAT IS THE RATE OF THE GREEN TARIFF FOR INDIVIDUALS

Today, the law guarantees the effect of the green tariff until 2030, while the rate decreases over the years. For privately owned stations, the cost per watt is:

  • from 01.12.2017 to 31.12.2019. – solar power plant 0.1810 euros;
  • from 01.12.2020 to 31.12.2024. – SPP 0.1626 euros;
  • from 01.12.2025 to 31.12.2029. – SPP 0.1449 euros.

GREEN TARIFF FOR ENTERPRISES

On the territory of Ukraine, enterprises are also actively earning under the green tariff. Investments in the construction of a solar power plant are guaranteed to bring profit. The placement of a solar power plant on the roof of a plant or factory, a production workshop allows you to rationally use the area, return the investment by selling the generated energy to the national grid and have an additional source of income in the future. An alternative for enterprises is a solar power plant for their own consumption.

GREEN TARIFF RATE FOR LEGAL ENTITIES

In 2020, the rate at which the state purchases green energy from enterprises was reduced and today is:

  • roof stations – 0.11 euros;
  • ground stations – 0.12 euros;
  • SPP from 1 MW – there is an auction system.

PROCEDURE FOR PAYMENTS UNDER THE GREEN TARIFF

Payments under the green tariff are made monthly, the funds are credited to the card specified when drawing up the contract. The rate is pegged to the Euro exchange rate, that is, it is protected from inflation. The payout amount is calculated using the formula

 

(Volume of generation for the year – Volume of consumption per year) x rate of the “Green” tariff – Income tax = Net profit for the year

 

The resulting amount is taxed at the rate of 19.5% income tax.

PAYBACK OF THE STATION UNDER THE GREEN TARIFF

Usually, the cost of equipment for alternative energy is returned within 4 years. As for the station, the return on investment depends on the volume of electricity sold. Accordingly, the greater the power of the station, the shorter the payback period.

WHAT DOCUMENTS ARE REQUIRED TO ACTIVATE THE GREEN TARIFF?

To earn money at the green tariff and connect a private solar power plant to the grid, it is necessary to collect a package of documents on the technical characteristics of the facility where the power plant is located:

  • Ownership of the land/object or the right to use this object, or a copy of an extract from the State Register of Property Rights to Real Estate.
  • Technical specifications for the allocation of power equal to or greater than the power of the inverter.
  • Technical passport or several, if the power plant is built from panels from different manufacturers, or confirmation of the absence of the need for certification.
  • Technical passport for the inverter or conclusion on its certification.

STAGES OF REGISTRATION OF A SOLAR POWER PLANT CONNECTION AGREEMENT AT A GREEN TARIFF

  1. Checking the possibility of connecting the object via ZT.
  2. Determination of the availability of the required power.
  3. Submission of an application for connection of an electrical installation of a certain capacity (technical specifications and connection agreement) to the customer service center to increase capacity.
  4. Obtaining technical specifications and an agreement for connection to the CSC.
  5. Signing the contract and payment.
  6. Obtaining a certificate of technical specifications in the RES and a passport of the distribution point.
  7. Feeding a bidirectional meter with a modem to the RES for parameterization and waiting for the card to receive for automatic data transmission from the meter.
  8. Receipt of an invoice in the RES for the replacement of the meter and its payment.
  9. Submission of an application-notification of the completion of the installation of the station.
  10. Drawing up an act of conformity of the generating plant.
  11. Obtaining a new distribution point passport in the RES, taking into account generating capacities.
  12. Obtaining a contract for the purchase and sale of electricity at the green tariff.
